The lower house of Japan's parliament was set to approve a proposal last week that would compel national and local authorities to tackle the nation's alarmingly high suicide rate. More than 32,000 people killed themselves in Japan in 2004, one of the highest rates among industrialized nations. The proposal calls on employers to provide mental health insurance coverage to their workers, launch a public education campaign about the warning signs of suicide and upgrade medical facilities.
